Subject :    Inter-Circle transfer of Inspector Posts under Rule 38 of P&T Manual Vol. IV----Surplus Qualified Inspector Posts.

Respected Sir,     

          It is to remind your kind honour about some vital issues concerning IP cadre those were discussed in the meeting held in Directorate with high-ups on 27thNovember 2013. One of the issues where association expresses it concern is non adherence of Directorate guidelines by Circles favouring IP/ASPs. The assurance given to association about adjusting all IPs seeking under Rule 38 transfers to their parent circle has not been implemented in toto as one time measure against the possible vacancies as agreed upon.
Kind enough the then Member(P) assured us to reiterate the above instructions with the direction to the Circle to take immediate action to adjust all IPs seeking Under Rule-38 transfer but still many IPs are awaiting transfer orders. It is noteworthy to mention that IPs who qualified after 2009 as surplus candidates have been adjusted by some circles whereas candidates allotted to other circles during 2007 to 2009 are being denied their right.
 Gujarat Circle is the set example of discrimination where 16 IPs appointed in 2012 & in 2013, 32 new IPs joined on 29/4/2013 whereas 10 IPs declared successful in review result in 2013 are still waiting for posting. Resultantly, last year Gujarat Circle has communicated NIL vacancy for LDCE for promotion to the IP cadre held on 7th and 8th September, 2013. Although there is no shortage of IPs in Gujarat Circle, but still CPMG Gujarat is not considering the request of IPs for transfer to their parent Circle.  In other circles also there are sufficient vacancies, but CPMsG are not showing interest for implementing the above instructions in letter and spirit.
It is therefore requested to reiterate instructions to all CPMsG to consider transfer cases of surplus qualified IPs whose details are attached to this letter under Rule 38 of P&T Manual Vol. IV to their parent circle at the earliest against the available vacancies.
