CAT case on Grade Pay

The CAT case on Grade Pay issue was taken for trial on 22.9.11
and the final orders of CAT is expected within 10 days.

    This is with ref to subject "Beleive us" appeared in Punjab Circle blog. It is very sorry state that the CS of Punjab Circle has not attended the Conference at Patna. However, regarding the filing of fresh CAT case, one thing is not understood even after going through all our circle association blogs over the subject earmarking of posts for PS Gp B seniority quota and for LCDE.
    That is, why no one is bother about that person (much senior in IP line) who wish to become a Sr Postmaster on his promotion to PS Gp B cadre rather than become an SP (considering so many pressures put on the SP nowadays)?? As per new recruitment rules for Sr PM, there is no seniority quota for IP line officials and this Senior most IP should actually must appear in the LCDE and get himself passed on merit. What a situation???????. Is there any one to answer for this problem. Filing case in CAT is I think one of the solution for granting stay for conducting Sr PM exam till amending the existing Recruitment rules for Sr PM by paving way for those Sr IP line officials also to become a Sr PM (in the shape of prescribing separate seniority quota also for IP line official in addition to LCDE equal to that of PS Gp B cadre). Simply saying, the Sr PM cadre should be filled in the ration of 75-19-6 percentage in favour of Seniority- and LCDE for IP line official and Seniority for General line respectively.

  2. Dear comrades,
    It is learnt that, proposal for merger of IP & ASP Cadres not agreed in All India CWC meeting at Patna during last week. About 12 circles opposed the proposal. Hence, our CHQ taken the decision for not to support the proposal of merger.
    It is very bad situation created by all office bearers of All India Association & Circle ASsociations of all the circles, as most of the office bearers are ASPOs and not supported to IPs. Hence, better to quit the IPs from the Association and form the separate association & fight separately.

  3. Hi ,
    Didn't we all knew that this is what is going to happen , why is astonishment over all this If such merger would have been favoured , it would have been done two years ago ...but most of the ASPs till last breath won't leave Gazetted word attached to the post.
    However, I do wonder when Punjab association's CS who was so much boasting about being supportive to merger even on withdrawl of Gazetted status sent the consent of allowing merger without withdrawing Gazetted status. Also, he was commenting about bloggers on Karnataka association's blog that in cowardly manner they are putting the point and they might not be respecting our colleagues , brothers and parents . Although , he had no right to say about parents or family as ASPs are not parents of IPs , still we respect them as our seniors , our big brothers.
    Our circle's members including ASPs & IPs were courageous enough to support the merger without any condition but what about CS Punjab Sir and his Circle's association? Everyone is wise enough to understand now that who has acted in a cowardly manner !

    The comment posted by me above was initially posted in the Punjab circle blog. only after seeing that the same was not published by the CS Punjab circle/the blog manager Punjab Circle blog, i was forced to post the same in this blog for information all the IP/ASPs of India. Please note that the Punjab CS is fighting for the seniority quota in PS Gp B posts but not favoured the Sr PM post for the So called Senior IP line officials. This is a million dollar question to be answered only by him. (Pls note that i am not blaming anyone but even after revealing the identity why this worth comment was not posted by the Punjab blog was driven me to comment as above).

    Instead of blaming Punjab circle CS and others, better to support all IPs during next All India Conference at Bangalore to form the separate IP Association by quitting from IP/ASP Association. Because, these ASPOs are not supported to IPs for getting GP of 4600/- till their service. Also another thing is, if the Ernakulam CAT bench ordered in favour of IPs, the Department must file the appeal at Hon'ble Supreme Court, as the Department is unable to pay the GP of Rs.4600/- both to IP & ASP cadres. For this, only solution is merger of IP/ASP cadres for getting GP of Rs.4600/- to IPs (simultaneously the ASPOs can get GP of 4800/- in MACP), but our own Association leading the GREAT ASPOs have not supported the merger and it means not supported to getting the GP of 4600/- to IPs.
    All IPs may please think this issue and ready to fight against the our seniors living in our home itself.

    the fact is that the association is not serious in the issue they are points at CAT filed at Ernakulam bench.... ASP want bonus and also GAZ...

  7. Dear Friends, it is very unfortunate that certain circles have not accepted the merger of ASP and IP posts. Let us not blame all the ASPs for this act. The Department had given it on a platter to us stating that Finance Ministry had not accepted for 2 separate cadres and that to get gp enhanced, we had to merge both the cadres. All we had to say was just "Aye" and 4600 gp was just ours. Unfortunately, we said "Nay" through some vested interests in our Association. Since the Associations decision as to not to merge the cadres has already been communicated to the Directorate, it would be more than a MIRACLE if the Department accepts our demand hereafter. The door is almost closed. Only a window in the form of CAT case filed at Ernakulam bench is still open. Even there, I am sure the Department would put forth the recommendations given by the Ministry of Finance. Since it is a policy matter, we have to wait and watch the decision of CAT. We have played into the Departments hands. The Department has got what it wanted.The IPOs are the persons who have ultimately suffered.

  8. Dear friends,
    Please inform about IPOs conference to be held in Banglore. I am from Maharashtra and had expressed in blogs in the beginning that our GS has played the role of Mr. Jennah who created Pakistan. I am 1000 % sure that some ASPOs will not agree for merger. Some of them think IPOs are far junior . They think IPOs are yesterdays ansd samwe ASPOs /SPOs can salute Postman/PA leaders. Similar is the problem with ASPOs because SPOs/SSPOs think ASPOs r yesterdays . Hence IPOs should form separate Association and fight for GP of 4600/- . If CAT grants 4600/- GP , some Senior ASPOs/SPOs will guide or teach or help DOP/DTE to fight in Higher courts to deny the GP of 4600/-. IPOs from Maharashtra will definitely help persons like Permanand who is not selfish.
