GS is given an appiontment for meeitng with Secretary(Posts) on 11.08.11

It is learnt that General Secretary, IPASP Association is given an appointment for meeting with Secretary (Posts) on 11.08.11 at 1500 hours. Earlier the GS had requested for arraning meeting with Secretary (Posts)  on several times.

Members may discuss the burning issues to be taken up with the Secretary in this blog. The feed back may help communicate the same to GS to prepare himself for proposed meeting.

  1. The production of food bill to claim the reimbursement of Rs.150/-(now 188) should not be insisted by the Head of the office for which suitable instrs may be got issued from Dte. This is because all the Sub Divisional IP/ASP are losing a sum of Rs.90-120/- per visit(beyond 6 hrs) due to the inability of obtaining food bill from the authorised foodcourt which are not available in BO/SO villages. Hence they are forced to claim the DA at old rates (ie at 70% of Rs.90 or 105) per day thus losing on an average Rs.90-120 per visit. N Prakash ASP from Tamilnadu

  2. On an increase of DA to 51%, all the allowances increased by 25%. It is applicable to Reimbursement of Food bill and other allowances. But the increase not applicable to old rate of deputation DA.
    Therefore, the GS may taken the issue with Dte to arrange to issue the orders for increase the old rate of DA by 25% on par with increase the new rate of DA & other allowances.

    We should not waste the valuable time of this meeting by raising such petty issues as there are too many important and long pending items to be discussed such as Grade Pay of Inspectors and calculation of posts of Group B and senior Postmasters and stress upon for non conducting of Senior postmaster exams as 19% quota of examination has already filled up, the 6% quota of general line is also filled up (Approx) protecting 649 seniority cum fitness posts as already discussed on blog of Gen Secy. & initiated and highlated many a times by Punjab Circle.The petty issues related to DOPT covering all C G emolyees can be taken seperately not on occassion of such important meetings.The all India president is also requested to stress upon to the G S to take these issues on priority.:- Suresh Kumar President Punjab Circle

  4. Dear sir,

    the following items suggested for discussion

    1) At present annual inspection of BOs/SOs are entrusted to Sub divisional heads. I suggest that annual inspection of offices is to be entrusted to a separate inspection team. A BO can be inspected by one member of such team. An SO has to be inspected by atleast two members of said team. Team may be constituted for inspecting offices of one division of more.

    2) Sanctioning of clerical establishment in the sub division

    3) Mail overseers has to be recruited through departmental promotion examination from amongst postman having 5 years or more service.

    4) Please see the Nataraja murthy commission report on GD sevaks. In which a separate chapter is devoted to the matters of sub divisional administration. In that chapter posting of one asst. inspector at sub divisional office is suggested by the committee. This should be pursued.

    5) The Nataraja Murthy commission opined that the present method of calculation of work load of sub division is rust absurd. As this is an expert committee opinion the matter may be brought to discussion. The work load should be calculated as per time factor for each piece of work collected four months like Est review of post offices.

    6) The time alloted for inspection for a BO is one day only. At present this is not enough. two days are to be suggested.


    7) separate team is required for business activities. One team may be constituted for one division or more than one division .

  5. Dear Sharmaji,
    What you are saying is not understood broadly. After the formation of PM Cadre, there are 116 posts earmarked for Sr PM out of which 75% quota meant for IP line officials i.e., 87 Posts are to be filled up thorough LCDE to be held on 16 Oct 2011 as per the notification. If you are correct, then at present 87 Gp B officers are opted for Sr PM cadre/post so that there is no vacancy for LCDE for Sr PM this year.This is not at all possible as for asthe information received as no officer of erstwhile Gp B cadre has opted for Sr PM in all circle (atleast in the southern part of India).Isn't it??? Otherwise it can be taken as that you are still calculating the overall vacancies of erstwhile Gp B cadre for which the roaster is already full for LCDE. If the earlier one is true then how should we demand not to conduct examination for promotion to the cadre of Sr PM????. Please reconcile your opinion and come up with clear picture for overall information of all our cadre member. N.B Since the CAT case filed by one of our association resulted the reduction in vacancy of Gp B Examination held on 29-5-11 at the last moment, we are not expecting the same abrupt action from any of our circle association which inturn affect the promotion prospectus of young IP/ASPs.

    On first sight of your comment, it is amazing to see that nothing is clear to you regarding the outcome of the CAT case and the reasons of reduction of vacancies in Gr. B exam held 29-5-11, perhaps you have not gone through the notification of Sr PM Exam, Dear, in no case the department examinations can exceed the allotted quota of 165 posts of group B plus senior postmasters . it is up to the department to either consider those in group B or in senior postmaster. these 116 posts of senior postmasters carved out from 866 posts cannot effect the 649 posts of seniority cum fitness, thus the 165 posts of LCDE (either from PS Group B or Senior Postmsters)52 posts for General Line (either through exam or seniority) cannot be reduced in the respective quota. if you have any doubt You may call me.

    Your problem & suggession not fulfilled by the Department in one meeting itself. Because your calculation not understand by our members itself, as it is very complicated one. Hence, this issue can be discussed separately in deeply. Now, in coming meeting with Dte, our GS may taken the issue of
    1. Merger of IP/ASP cadre OR ASP/PS Gr.B cadre
    2. Upgradation of Grade pay of Rs.4600/- to IPs with effect from 1.1.2006 along with fixation benefits from 1.1.2006 itself.
    3. Review of Sub Divisions and creation of sub divisions whereever the work load is very high.

    Contributory negligience and recovery of huge amount from the IPs&ASPs in fraud cases is on increase now a days. Without any fault of inspecting staffs the amount in being recovered from IPs & ASPs .If the amount could not be recovered from main offender.This unscientific practice of recovery has made IPs &ASPs afraid of working as sub_div heads and as such they are being demotivated and we cannot expect efficient and failtless service from them.This point may be discussed in the meeting with secretary as it is a burning problem of the cadre.

    Please take up suruplus IP candidates of 2009 batch issue and arrange to post us immeditely to availbale vacanices. IP examination 2009 Results declared in the month of oct-2010 but as of now no training and no postings. Department can make use of our service. We are sincerely perform our duties if an oportunity provide to us. I hope this issue will take up the GS. Please do not neglect this may be a petty issue but services of all surplus candidates can be utilised in Karnataka circle.

Sir, Please refer Dte.lr.no.dated 30-6-11 in which Surplus qualified candidates of 2009 batch have been allotted to same circles i.e.A.P & KN and IPs of 2007 & 2008 batches not re-allotted so far to home circles. This is quite injustice for the IPs of above two batches.It is unfortunate that where seniors have not got their home circle and still waiting for re-allotment even after completion of more than 2 years in the posted circles.
    Hence It is requested to take up the matter at appropriate level immediately,so that re-allotment to home circles will be effected at least now.
