Quota of IP Line in PS Gr “B” Examination on introduction of Postmaster cadre in Postal Wing.

Respected Madam,

Your kind attention is invited to our letter of even no. dt. 11.04.2011 (copy enclosed) on the subject mentioned above.
Out of 866 posts of PS Gr “B”, 116 posts of Senior Postmaster have been earmarked for Postmaster Cadre in the manner given below:

IP Line 75% 87 posts through LDCE
General Line 25% 29 posts through DPC

Thus, 750 posts still remain in PS Group “B”. These posts may be divided among IP Line and General Line as suggested below by suitable amendment in Recruitment Rules of PS Group “B”.

A. Position before introduction of Postmaster Cadre:
Total no. of PS Group “B” posts 866
Number of Posts earmarked for promotion through DPC (only for IP Line) 649
Number of Posts earmarked for promotion through examination
(i) For IP line ( 19% of 866 posts) = 165 217
(ii) For General Line (6% of 866 posts) = 52

B. Position after introduction of Postmaster Cadre:
Total no. of PS Group “B” posts 750
Number of Posts earmarked for promotion through DPC (only for IP Line) 87% 652
Number of Posts earmarked for promotion through examination
(i) For IP line ( 10% of 750 posts) = 75 98
(ii) For General Line (3% of 750 posts) = 23

C. No. of Group “B” posts available for General Line officials:
Number of Group “B” Posts available for General Line officials prior to introduction of Postmaster Cadre (6% of 866) 52
(i) No. of posts in PS Group “B” through examination (3% of 750) 23
(ii) No. of posts in Senior Postmaster Grade through DPC (25% of 116) 29
(iii) Total posts available for General Line 52

Thus, General Line officials are not loosing any Group “B” posts due to introduction of Postmaster Cadre.

D. No. of Group “B” posts available for IP Line officials:
Number of Group “B” Posts available for IP Line officials prior to introduction of Postmaster Cadre (94% of 866) 814
(i) No. of posts in PS Group “B” through examination (19% of 866) 165
(ii) No. of posts in Senior Postmaster Grade through LDCE (75% of 116) 87
(iii) No. of posts in PS Group “B” through LDCE - proposed (10% of 750) 75
(iv) Total posts available for IP Line through examination 162
(v)No. of posts in PS Group “B” through DPC – proposed (87% of 750) 652
(vi) Total posts available for IP Line in PS Group “B” + Sr. Postmaster (iv + v) 814

Thus, IP Line officials will loose only three posts in examination quota but will get these posts by promotion through DPC. Overall, there is no change in quota of IP Line as well as General Line.

In view of above facts, it is requested to kindly consider and implement the proposal by taking appropriate action to amend the PS Group “B” Recruitment Rules as requested earlier on 11.04.2011.

We hope that an early action will be taken in the interest of both IP Line and General Line officials.

  1. If this demand is accepted, there will be no chance for an IP/ASP having 5-19 years service to become a Supdt in near future(ie. for about 10-15 years) and hence there may be resentment amongst junior IP/ASP waiting to crack the exam and become an SP at an earlier age.
    Following are the reason for the above :-
    1) As on date the working strength of PS GP B officers (selected through LDCE) is = 164
    2) After reducing the above quoto(as per our (CHQ) demand?????? it will come down to 75 only..
    3) Hence there will be an overrepresentation of about 89 PS Gp B officers selected through LDCE and only after adjusting this 89 over representation posts, the exam for PS GP B will be conducted.
    4) Imagine how long it will take to adjust these 89 over representation .
    5) My humble suggestion is that instead of asking to reduce the number of posts for LDCE PS Gp B posts, it may be done as follows :-
    (a) There should be 3 types of filling up of Sr PM Posts (i) amongst Gen line official through seniority cumn fitness (25%)(ii) from IP line officials through seniority cum fitness(50%) (iii) LDCE for IP line officials(25%).
    (b) Correspondingly, the number of posts in PS Gp B Cadre should be allotted to each of 3 type
    as follows :- (i) for Gen line official = 23 posts) (ii) for IP line officials through seniority = 591 posts (iii) for IP line officials through LDCE = 136 posts.
    If this calculation is suggested, I am sure, there will be no displeasure amongst all members of our association whether senior or junior.
